Bulaki Das Kalla, also known as Doctor Bachelor of Divinity Kalla (Dr. B.D. Kalla), is a well-known name in Indian social and political circles. Bulaki Das Kalla represents the Bikaner West seat in Rajasthan's legislative assembly. He was elected MLA in 2018 as an Indian National Congress candidate. In the 2018 general election, he defeated BJP candidate Gopal Krishna by a margin of 6190 votes. In the Rajasthan government, he is the minister of education (primary and secondary), Sanskrit education, arts, literature, and culture, and ASI. Dr. B.D. Kalla was elected minister in CM Ashok Gehlot's government in December 2018. Out of the 23 ministers in Gehlot's 2018 Cabinet, he is one of three who have studied up to the Ph.D. level. He served as Minister of Energy, Public Health Engineering, Ground Water, Art, Culture, and Archeology until November 20, 2021, and is now the State Education Minister in the Rajasthan Government.

Bulaki Das Kalla is the son of Shri Giridhari Lal Kalla and grew up to be a well-known Bikaner resident. He holds a B.Sc., an M.A. (Economics), an L.L.B., and a Ph.D. Doctor Kalla, who is married to Smt. Shivkumari Kalla, they have two daughters and two boys (Ashwani Kalla and Pawan Kalla) (Radha & Rajani). He began his career as a lecturer at a B.J.S.R. College in Bikaner in 1974. He is a Pushkarna Brahmin from Rajasthan and a member of the Indian National Congress Party. Later, in 1980, he was elected for the first time to the Rajasthan Legislative Assembly to represent Bikaner City. Later, in 1985, 1990, 1998, and 2003, he represented Bikaner City in the Rajasthan Legislative Assembly. In the 2008 Rajasthan Legislative Assembly elections, he was beaten by Bharatiya Janata Party's Gopal Joshi.
From 1990 until 2003, Kalla was the Minister of Secondary Education, and his previous expertise in the education sector benefited him well. He is a social activist, an educator, and an active politician all rolled into one. According to his affidavit, he has no criminal charges against him. Bulaki Das Kalla's total assets are INR 2.15 crore.
Dr. B.D. Kalla began his career as a lecturer at B.J.S. Rampuriya College in Bikaner in 1974. He then entered politics, becoming an MLA from Bikaner city in the Rajasthan Legislative Assembly after winning assembly elections five times, in 1980, 1985, 1990, 1998, and 2003. From 1990 until 2003, Kalla was the Minister of Secondary Education, and his previous expertise in the education sector benefited him well. Dr. B.D. Kalla served in the Rajasthan Legislative Assembly as an active member of the Indian National Congress from January 2004 to January 2006. He was also the President of the Rajasthan Pradesh Congress Committee and the Chairman of the 4th Finance Commission.
