Introduction
The Department of Empowerment of Persons with Disabilities, under the Ministry of Social Justice & Empowerment, launched the Scheme of Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances (ADIP Scheme) on 1st January 1981. This scheme is focused on helping persons with disabilities (PwDs) in providing them access to durable, scientifically manufactured and modern aids/appliances which assist in aiding physical, social and psychological rehabilitation by reducing the effect of their disabilities and increasing the economic capacity of beneficiaries.

Provides appropriate and standard aids/appliances to PwDs and works towards assisting in empowering them to function independently.
- Aids in reduction of the extent of disability while preventing secondary disabilities.
- Fitting aids/appliances only after medical / surgical correction/intervention if necessary.
The scheme includes all disabilities.
- Financial Assistance under the Scheme:
Hearing & Speech Impaired: For aids Assistive Devices costing upto ₹500 (actual aid/appliance cost of the devices could be higher).
- Visually Disabled: For aids/appliance costing upto ₹1000.
- Orthopedically Disabled: For devices costing upto ₹3000.
- The ADIP Scheme is approved to continue up to 31st March 2026. There are no restrictions for the approval of disabled persons across India.
Purpose and Scope of the ADIP Scheme
Objective:
The main objective of the ADIP Scheme is to assist persons with disabilities in getting durable, sophisticated, and scientifically manufactured aids and appliances to assist in their physical, social, and psychological rehabilitation and to promote their economic independence.
Scope:
The scheme is implemented through recognized Implementing Agencies that will handle the procurement, distribution, and management of aids and appliances, including everything that needs to be done efficiently.
ADIP Scheme 2025: Financial Support and Benefits for Aids and Appliances
ADIP Scheme 2025 provides various levels of financial support towards increasing accessibility of aids and appliances to assist persons with disabilities (PwDs). The amount of assistance is determined by the cost of the aid or appliance and the monthly income of the applicant.
Key Benefits and Quantum of Assistance:
- Devices costing ₹ 15 thousand and below:
- 100% assistance to the eligible classified beneficiaries.
- Devices costing between ₹ 15 thousand and ₹ 30 thousand:
- A maximum of ₹ 15 thousand will be provided under the scheme.
- Devices costing above ₹ 30 thousand (excluding Cochrane Implants and Motorised Tricycles):
- 50% of the total cost by the Government of India.
- 50% of the remaining cost by the State Government, NGOs or other agencies or the beneficiary, with the approval of the Ministry and 20% flexibility from allocation to the Scheme.
- Devices will be chosen by an Expert Committee appointed by the Department of Empowerment of Persons with Disabilities.
- For Cochrane Implants (includng surgery, therapy and assessment):
- Benefits include ₹ 7 lakh for children aged 1-5 years with pre-lingual hearing lost; ₹ 6 lakh for children aged 5-18 years with acquired hearing loss;
- Costs covered consist of the inclusion of the equipment/device, surgical intervention, therapy, mapping, travel and intention to pre-assess;
- Nodal Agency: Ali Yavar Jung National Institute of Speech & Hearing disabilities (AYJNISHD), Mumbai;
- Government empanelled hospitals will provide the surgery and ALIMCO will provide the device.

ADIP Scheme 2025: Travel, Boarding and Lodging Costs of PwDs
ADIP Scheme 2025 provides additional assistance to Persons with Disabilities (PwDs) to help defray travel, boarding and lodging costs to attend assessment/distribution camps or for procedures related to the fitting of aids and appliances.
Travel Allowance for PwDs and Escorts
- A refund of rail fares or bus fares incurred by the PwD and one escort will be reimbursed.
- There is a maximum allowance of ₹250 shall be paid regardless of the number of visits made to the camp. The allowances are available for:
- To attend the distribution camp.
- To attend the Rehabilitation Centre nearest to them; and
- For the North-Eastern Region of India: PwDs will be eligible for travel claims even if the PwD was outside the N.E. Region, pending development of local facilities for the PwDs.
Boarding and Lodging Grant:
- The PwD and one escort are allowed up to ₹100 per day for up to 15 days provided the person does not exceed the limit and is:
- Eligible beneficiaries for boarding, lodging and lodging allowances must be based on:
- Monthly income does not exceed ₹22,500; and it is available for residential child care centers for up to 15 days of stay for children with Disabilities for children.
Attending aid distribution camps.
- If the person had a locomotor disability:
- If the person's user required corrective or reconstructive surgery.
- If the person requires a longer stay to fit their prosthetics (limb/caliper).
- If the individual had a disability related to Hearing:
- if the person stayed to have the earmould fabricated and had earmould fitted.
Note: The implementing agencies are strongly encouraged to seek the most economical lodging options for the PwDs. For example, make use of Dharamshalas that are attached to hospitals if feasible.
Categories of Aids and Appliances Available Under ADIP Scheme 2025
The ADIP Scheme 2025 consists of a range of assistive devices for Persons with Disabilities (PwDs) according to their need of assistive devices, with a view to enhance mobility, independence and quality of life, depending upon the type and severity of disability.
Approved Aids and Appliances for Locomotor Disabilities.
Eligible PwDs with locomotor disabilities can apply for the following categories of support:
1. General Aids and Appliances
- All prosthetic devices and orthotic devices
- Mobility aides, such as walkers, crutches, and canes
- Surgical footwear and MCR chappals
- Devices to support Activities of Daily Living (ADL)
(The items recommended by the expert committee are regularly updated.)
2. High-End Prosthesis
- All Below knee, Above knee, Below elbow, Above elbow prosthetic limbs
- for PwD that has an 80% or more disability
- Subsidy available: ₹30,000
3. Motorised Tricycles and Motorised Wheel Chairs
Eligible PwD with:
- Severe locomotor disabilities
- Having Cerebral palsy, a stroke, Hemiplegia
- Any different condition affecting three or more limbs, or half of the body
- Eligibility: PwDs aged 16 years and above with 80% or more disability
- Subsidy available: ₹50,000 (once in five years)
Important Note: People with a severe disability and mental impairment are not eligible for motorised devices due to the safety of our clients.
Additional Points
- All assistive devices described above will be reviewed periodically by the Department of Empowerment of Persons with Disabilities (DEPwD).
- The distribution limits for motorized equipment are determined on an annual basis by a committee meeting (DEPwD, ALIMCO, additional committee members when required).
Types of Aids and Appliances for Various Disabilities Under ADIP Scheme
The ADIP Scheme provides a variety of assistive devices for people with different types of disabilities as per the RPwD Act, 2016, for the purpose of achieving independence, mobility, communication, and learning.
For Persons with Disability in Vision (Including Deaf-Blind)
- Accessible mobile phones for visually impaired students (18 years +), limited to one set per person in five years.
- Laptops, Braille Note Takers, and Brailers for individual school-going students (Class 10 +) limited to one set in ten years.

For Persons with Intellectual and Developmental Disabilities

- Multi-Sensory Inclusive Education Development (MSIED) Kits.
- Approved Learning devices, kits or any other resources.
For Persons with Multiple Disabilities
- Any customized assistive device or combination device based on personal needs
- Any device chosen to be eligible based on expert committee evaluation.
For Leprosy cured persons
- Assistive Daily Living (ADL) kits focusing on functional support
- Any additional support device as advised by an expert
For New Disabilities under (RPwD Act, 2016)
- Any appropriate aide or assistive device for represents newly identified disabilities
- The Expert Committee will determine what devices and will update this list.
Aids for New Disabilities under RPwD Act, 2016
New disabilities recognized under the RPwD Act, 2016 will be provided suitable assistive devices as per the recommendations of the Expert Committee.
Periodic review of Aids
The Department of Empowerment of Persons with Disabilities will periodically review the list of aids and appliances, depending on changing needs, without needing to seek approval from the committee, provided that the total cost does not exceed the approved limit.
Eligibility Criteria under ADIP Scheme

- Registered hospitals as per the recommendation of the State/UT/Government.

Note: No grant will be given for the commercial agency.
Preference will be given to agencies which:
- Have trained and qualified technical staff (RCI recognized courses)
- Have tool in tool and fitting and maintenance
- Have ISI/ISO certified Aids and Appliances.
How to Apply under the ADIP Scheme
There are various ways eligible beneficiaries can obtain assistive devices under the ADIP Scheme. The application process is designed to ensure that the application process is online and offline to facilitate as much access as possible even in remote areas.
Documents necessary for ADIP Scheme Application
To apply under the ADIP Scheme, both beneficiaries and implementing agencies will be required to submit certain documents to prove eligibility and transparency.
Beneficiaries:
- Copies of passport-size photographs
- Disability certificate (minimum 40%)
- Proof of address (i.e. Aadhaar card/Voter ID card/Ration card)
- Income Certificate (proof of income ≤ ₹30,000)
- Self-declaration form to prove I have not received aid in the last three years
- Aadhaar Card
Implementing Agencies:
- Registration in accordance with RPWD Act, 2016 and the Societies or Trust Acts, if applicable
- Details of the governing management committee, objectives of the management committee
- Detailed audited accounts, along with annual reports for the last 1-3 years
- Upload a list of beneficiaries with details to the ADIP Web Portal
- Have an active website with grant utilization information and history
- Utilization certificates of devices and guarantee that maintain device for a period of one-year)
- Pan card and Aadhar for any trustees and/or any members
