The Indian government has introduced a new bill called the Viksit Bharat Shiksha Adhikshan (VBSA) Bill, 2025 , in the Lok Sabha . - Gunvatta Parishad (Accreditation Council): This council will check the quality of colleges and universities. It will make sure institutions meet certain standards through reviews by approved agencies.
- Viniyaman Parishad (Regulatory Council): This council will ensure that colleges follow rules. It will also decide how much freedom colleges have and set rules for foreign universities that want to open branches in India.
The government says this new system fits with the goals of the National Education Policy (NEP) . It aims to focus on what students achieve and make the rules for colleges simpler.
Changes in Funding for Colleges
A major change in the new bill is how colleges will receive money. Currently, bodies like the UGC also provide funds to universities. However, under the proposed VBSA framework, none of the three new councils will have the power to give money.
Instead, the Ministry of Education will directly handle the distribution of grants to higher education institutions. This marks a significant change in how government-funded colleges and universities will get their money in the future.
Concerns Raised by Education Groups
Some groups, including teacher associations and student bodies, have expressed worries about the new bill. Their concerns include:
- The fear that the government might get too much control over education.
- Less representation for teachers and state governments in the new main body.
- Possible impact on the freedom of colleges to make their own decisions.
- Worries that having the same standards for all might harm public and state-run colleges, especially those in rural areas , which may face different challenges.
