Uttarakhand has achieved full literacy status, becoming India’s sixth state to do so under the National Education Policy 2020. This milestone was reached through the Understanding Lifelong Learning for All in Society (ULLAS) mission. The ULLAS program targets adults aged 15 and older for basic education and lifelong learning opportunities.

Uttarakhand Joins Elite Literacy Club

The state now meets the ULLAS program's requirements for full literacy. This designation recognizes states with a literacy rate of 95% or higher for individuals aged 15 and above. Uttarakhand achieved a literacy rate of 98%.

Uttarakhand joins Mizoram, Goa, Tripura, Himachal Pradesh, and Sikkim as fully literate states. The union territory of Ladakh also recently achieved this status. These states represent significant progress in India's national education goals.

Understanding the ULLAS Mission

The ULLAS mission, also known as the New India Literacy Programme, began in alignment with NEP 2020. Its primary goal is to provide basic literacy and numeracy skills to adults over 15. The program also emphasizes financial literacy, digital literacy, and critical life skills.

It aims to empower citizens who did not complete formal schooling. The initiative supports continuing education and vocational training. This promotes lifelong learning across India.

Impact of Full Literacy

Achieving full literacy status contributes to national development. It enhances human capital through inclusive education. This directly impacts digital participation and employment prospects.

Increased literacy awareness also leads to better understanding of health services and government welfare schemes. Ultimately, this drives broader social and economic progress for the state and the nation.
