The Union Public Service Commission (UPSC) will now release the answer keys for its Civil Services Preliminary Examination (CSE Prelims) much faster. The Supreme Court of India has supported this important change. This new rule means students will get the provisional answer keys soon after the exam finishes. Earlier, these keys were released only after the entire year-long recruitment process was over.

Why This Change Matters

This decision aims to make the exam process clearer and fairer for all students. Many candidates and legal experts had asked for more transparency. The Supreme Court agreed that releasing answer keys quickly will help build public trust in how exams are checked and results are prepared.

A special group of judges, including Justice P.S. Narasimha and Justice Atul S. Chandurkar , heard several petitions. These petitions complained about the old system, which they called "opaque" (meaning unclear). The judges welcomed UPSC's new plan.

Suggestions from Legal Experts

Senior advocate Jaideep Gupta and advocate Pranjal Kishore gave helpful ideas that led to this reform. The Court specially praised Mr. Gupta's suggestion to release provisional answer keys within a day of the exam. The judges said this was a good example of how different sides can work together to bring positive change.

How the New Answer Key System Works

Under the new policy, here is how the UPSC CSE Prelims answer keys will be released:

  • Provisional Answer Keys: These will be published shortly after the Preliminary exam is completed.
  • Candidate Objections: Students can then raise objections or complaints about these provisional keys.
  • Expert Review: A team of subject experts will carefully check all objections and review the provisional keys.
  • Finalisation: After review, the answer keys will be finalised. These final keys will be used to calculate scores and announce the Prelims results.
  • Final Answer Key Release: The final UPSC CSE answer key will still be made public only after the very final results of the entire Civil Services exam (Main and Interview stages) are announced.

This system ensures that while students get early access to provisional keys, the final answers are thoroughly checked and confirmed before results are declared.

UPSC's Journey to This Decision

Initially, the UPSC was not in favour of releasing provisional answer keys immediately. In an official document submitted on May 13 , the Commission argued that releasing keys early might cause "uncertainty and delay" in finishing the exam process.

However, after considering the matter further and while the court cases were ongoing, the UPSC changed its mind. In another official document filed on September 20 , the Commission informed the Supreme Court that it had made a "conscious and well-considered decision" to release provisional answer keys after the Prelims exam.

This change shows UPSC's commitment to making its examination process more open and fair for thousands of students who dream of joining the Civil Services.

What if Candidates Have Complaints?

If any candidate still has complaints about the answer keys or evaluation process after this new system is in place, they can approach the relevant High Courts. The Supreme Court has asked these High Courts to handle such cases quickly.

This update is a big step towards a more transparent and trustworthy examination system for one of India's toughest competitive exams, the UPSC Civil Services Examination.
