The University Grants Commission (UGC) has introduced new rules called UGC Regulations 2026 to make campuses safer and fairer for all students. These rules come after a big jump in complaints about discrimination based on caste in colleges and universities. In the last five years, these complaints have gone up by over 118%.
Data shows that caste-based discrimination cases rose from 173 in 2019-20 to 378 in 2023-24. To tackle this, the UGC is making new rules that universities must follow to ensure student safety and equality.
New Rules for Equality and Safety
For the first time, college heads like Vice-Chancellors and Principals will be held personally responsible for stopping discrimination and sorting out complaints quickly. The UGC has laid out strict guidelines for higher education institutions.
Key Features of the New UGC Regulations:
- Inclusion of OBCs: The rules now clearly state that discrimination against Other Backward Classes (OBCs) is also not allowed.
- 24/7 Support: Every college and university must have a helpline that works all day and night. They also need an online system where students can easily report their problems.
- Equity Committees: Each college must set up an Equal Opportunity Centre (EOC) and an Equity Committee. These committees will include members from different groups, like Scheduled Castes (SC), Scheduled Tribes (ST), OBCs, women, and people with disabilities.
- Fast Complaint Resolution: The Equity Committee must meet within 24 hours after a complaint is filed. A full report on the investigation needs to be submitted within 15 working days. After that, the institution must take action within seven days.
These new regulations aim to create a more secure and equal environment for all students in higher education institutions across India.
