Supreme Court Seeks Details on CBSE Class 9 Three-Language Policy

The Supreme Court has issued a notice to the central government, CBSE, and NCERT regarding a Public Interest Litigation (PIL) challenging the Class 9 three-language policy. The court seeks details on implementation logistics and administrative readiness for the directive.

Policy Implementation Questioned

The PIL challenges a May 15, 2026 CBSE circular (Acad-33/2026). This circular mandates Class 9 students to study three languages starting July 1, 2026 . Previously, this policy was slated for implementation in the 2029-30 academic year.

Key Policy Changes

The revised policy requires students to study three languages. At least two of these must be native Indian languages. Foreign languages can be chosen for the third language slot or as an optional fourth language, provided the first two are Indian.

Challenges Cited in PIL

The PIL highlights several implementation hurdles. A major concern is the lack of appropriate textbooks for the third language at the secondary level. The circular suggests using Class 6 books for the third language until secondary-level materials are available.

Additionally, the policy addresses a potential scarcity of qualified teachers. Schools facing teacher shortages are permitted to appoint teachers with 'functional proficiency' in the third language on a temporary basis.

Supreme Court Action

A three-judge bench, including Chief Justice of India Surya Kant, heard the case. The court requested comprehensive information on preparations required for the policy's effective implementation. This includes logistical, pedagogical, and administrative aspects. The goal is to ensure the directive is implemented without disrupting secondary education.
