An 18-year-old student has launched a public portal containing over 10 million records from the government's Central Public Procurement (CPP) portal. The portal, tender.sarthaksidhant.com, was created by Sarthak Sidhant. He announced the launch on X.com on June 26, 2024 . The portal provides access to government tender data, including initial notices and final award outcomes.
Portal Features and Data
The portal archives data scraped from the government's own public procurement database. It contains approximately 1 crore 66 lakh (16.6 million) records . These records include tender notices and information on which companies won the bids.
Sarthak Sidhant developed a program to systematically collect this information. The scraper extracted over 8.8 million records . This data is now publicly available.
Purpose and Usage
Sidhant stated the portal aims to increase transparency in government procurement. He encourages journalists, researchers, and citizens to use the data. Users can analyze bid winners, bid window durations, and the number of tenders receiving a single bid.
He aims for the public to see the entire tender process. This includes from the initial notice to the final selection of a winning company. Sidhant previously raised concerns about irregularities in a CBSE On-Screen Marking (OSM) tender process.
The previous tender allegedly disqualified companies that had been blacklisted. The revised tender only mentioned entities that were 'currently blacklisted'. This portal provides a tool for public scrutiny of such processes.
