NMC New PwBD Guidelines for MBBS Admissions 2026

The National Medical Commission (NMC) released new guidelines for assessing candidates with benchmark disabilities (PwBD) for MBBS admissions. These changes apply to admissions through NEET UG 2026. The updated framework was issued two weeks after the NEET UG 2026 re-exam results. It precedes the start of the counselling process.

Focus Shifts to Functional Ability

The revised guidelines prioritize a candidate's functional ability. The NMC aims for a more transparent admission process. The focus moves from the specific disability to a candidate's capacity to complete the MBBS curriculum. This includes considering reasonable accommodations.

The NMC has approved ability-based assessments. Medical boards will now evaluate if a candidate can gain necessary competencies for MBBS training. This replaces a sole reliance on disability category or percentage.

Transparency and Accountability

New rules require medical boards to provide written reasons. If a candidate is declared ineligible, the board must document the justification. This adds accountability to the assessment process. It differs from previous interim guidelines.

Key Changes in Assessment

  • Each candidate gets an individual functional assessment.
  • Medical boards determine if training is possible with reasonable accommodations.
  • Disability alone does not automatically disqualify a candidate.
  • Decisions must be evidence-based and documented.
  • The process aligns with disability rights frameworks.

Support for Students

The NMC also directed medical colleges. Colleges must establish Enabling Units for students with benchmark disabilities. These units will provide academic assistance. They will also offer accessibility support and facilitate an inclusive learning environment.
