The Medical Counselling Committee (MCC) has released new guidelines for candidates seeking admission under the Persons with Benchmark Disabilities (PwBD) category for NEET UG 2026 counselling. The National Medical Commission (NMC) also issued the notice, which is available on the MCC website, mcc.nic.in. These guidelines detail the assessment process and required documentation for PwBD applicants.
Candidates must visit one of the designated MCC Medical Assessment Boards to obtain an Eligibility Certificate. A list of these boards is provided in Annexure-1 of the official notice. Submission of specific documents is mandatory for assessment and certificate issuance.
Required Documentation for PwBD Candidates
Applicants must present several documents to the Medical Assessment Board. These include:
- A NEET UG 2026 score card proving eligibility for the MBBS course.
- A permanent UDID card issued by the Department of Empowerment of Persons with Disabilities (DEPwD).
- A self-certified affidavit detailing functional abilities. This format is specified in Schedule-I.
- A Self-Certification Affidavit (Appendix-A).
- An affidavit specific to the candidate's disability category, following formats in Appendix-B to F from the NMC.
The Medical Assessment Board will verify these documents. A certificate will be generated based on the UDID card details and submitted affidavit. Fulfillment of eligibility criteria is also necessary.
Certificate Validity and Consequences
Only candidates with an Eligibility Certificate from a designated MCC center can access choices for PwD seats. The certificate is valid only for the current academic session. Submitting a fake UDID card or affidavit will lead to seat cancellation and legal action against the candidate. This is a strict measure to ensure fairness in the admission process.
State Quota Applications
Candidates applying for PwBD seats under the 85% State quota must approach state medical assessment boards. These boards will conduct evaluations following the NMC Guidelines (2026). The process ensures consistency across different admission streams.
