MP NEET PG: No 100% State Quota for Private Medical Seats

The Madhya Pradesh High Court has recently made a big decision about postgraduate (PG) medical admissions. It has cancelled a rule that gave 100% preference to students from Madhya Pradesh for PG medical seats in private colleges. This means students from all over India can now apply for these valuable seats in Madhya Pradesh. This change will make the counselling process for PG medical admissions open to everyone, not just those living in the state.

Before this decision, if you were an MBBS student from another state, you could not apply for PG medical courses in private colleges in Madhya Pradesh. All the seats in the state quota for private colleges were kept only for Madhya Pradesh residents. The High Court found this rule unfair and against the law. It clearly stated that there should not be any reservation that goes beyond a certain limit, even for different categories of students. This ruling affects the process for NEET PG admissions and will be important for the upcoming NEET PG 2025 counselling .

What the Court Said

The Madhya Pradesh High Court called the state's policy of giving 100% reservation based on domicile (being a resident of the state) in NEET PG admissions "unconstitutional." This means the court felt the rule did not follow the basic laws of the country. The court also cancelled an amendment that was part of the MP Medical Education Admission Rules, 2018 . By doing this, the court has allowed all students aspiring for PG medical courses from across India to take part in the NEET PG 2025 counselling process in Madhya Pradesh. This applies specifically to admissions in private medical colleges.

The High Court's verdict highlighted two main problems with the old rule. Firstly, it said that such a strong preference for state candidates went against the fair principles of admission. This means admissions should be based more on merit and equal opportunity. Secondly, the court pointed out that the 100% reservation ignored a very important rule set by the Supreme Court . The Supreme Court has clearly stated that the total reservation for all categories in any counselling process cannot be more than 50% . The Madhya Pradesh rule broke this 50% ceiling for state quota seats in private colleges.

Impact on Over 1,000 Seats

This decision by the High Court has an immediate effect on a large number of medical seats. Reports suggest that over 1,026 PG medical seats will be impacted. These seats are available in various clinical and non-clinical branches across different private medical colleges in Madhya Pradesh. For example, branches like General Medicine, Surgery, Pediatrics, Radiology, and many others will now be open to more students.

This court order brings a lot of relief to thousands of students preparing for NEET PG. Many students from outside Madhya Pradesh previously had no chance to get these private college seats. Now, they can compete fairly. This step is seen as a move towards more transparency and fairness in medical admissions across the country. Experts believe that this decision will also influence how NEET PG Counselling procedures are handled nationwide. It strengthens the legal stand against state-specific quotas that might be unfair or illegal.
