Karnataka Plans 1000 School Upgrades with CSR Funds

The Karnataka government plans to enhance 1,000 public schools using Corporate Social Responsibility (CSR) funds. The Department of School Education and Literacy issued guidelines for this initiative. Corporations, non-governmental organizations (NGOs), and local communities can participate.

School Upgrades and Participation

Participants can establish new schools or improve existing ones. This includes providing essential physical infrastructure. They will also maintain facilities for at least three years. Potential contributions include setting up Science, Technology, Engineering, Arts, and Maths (STEAM) labs. Libraries and smart classrooms are also options. Donors can deploy trained teachers. Transport services and skilled education programs are further possibilities. Alternatively, contributions can go to the Karnataka Public Schools (KPS) corpus fund.

Funding and Implementation

Funds will be channeled through implementing agencies, not directly to schools or the government. An existing incentive model allows donors to attach their names to the schools. In the 2024-25 fiscal year, the department secured INR 352 crore in CSR funds. This money is earmarked for infrastructure, digital education, and teacher training.

Identified Schools and Corpus Fund

The department has released a list of 1,000 government schools identified for upgrading into KPS. The government aims to build a corpus fund for 2,500 public schools. This includes existing and new institutions.

Concerns Raised by Stakeholders

The initiative faces criticism. AIDSO Karnataka expressed concern that the KPS corpus fund signals government withdrawal from its educational responsibilities. They stated it is risky for public schools to rely on donations instead of state budget funding. Questions remain about the future of these schools and their staff after corporate contracts end and companies withdraw funding.
