Japan Launches JSARI Think Tank for Study Abroad

Japan has launched a new think tank called JSARI to boost outbound student mobility. The Japan Study Abroad Research and Information Institute (JSARI) aims to address data gaps in international education. This initiative comes as Japan strives to send more students abroad, despite challenges.

Outbound Student Goals Face Hurdles

Japan has already surpassed its goal for attracting international students. By June 2025, the nation expects 435,000 foreign students. This figure exceeds the target of 400,000. However, sending Japanese students overseas remains difficult. The target is 500,000 outbound students.

Several factors hinder outbound student numbers. The weakening Japanese yen makes studying abroad more expensive. Global inflation also increases costs. Additionally, visa restrictions in key destinations like the U.S., Canada, and Australia present obstacles. The Japan Association of Overseas Studies (JAOS) identified these challenges.

JSARI's Role and Mission

JSARI is the first institute in Japan dedicated to study abroad research. It will conduct its own surveys on global student mobility. The institute will analyze this data. Findings will support government policy. Universities and organizations will also benefit from the research. This work aims to bridge a gap in current data. Official government figures may not capture all students studying abroad. This includes those supported by private agencies. JSARI's director, Tatsuhiko Hoshino, stated this is a key focus. Accurate data will help policymakers make informed decisions.

Benefits for Students and Future Plans

Students can expect better-informed policies. They will gain access to accurate study abroad trends. Increased support systems may also emerge. JAOS will release an annual "White Paper on Study Abroad." The first report is scheduled for November 12 . It will include survey results and research on past student experiences.

Data shows a growing trend of Japanese students choosing Asian destinations. Countries like the Philippines, Malaysia, Taiwan, Singapore, and South Korea are popular. This shift is due to lower tuition fees. Transnational education options are also more readily available in these regions.
