Five foreign universities have received approval to open campuses in India, marking a significant step under new University Grants Commission (UGC) regulations. These rules, effective from 2023, aim to attract top global institutions. The regulations align with the National Education Policy 2020. Their goal is to elevate India's higher education standards and boost international collaboration.
Foreign Campuses Launch in India
The University of Southampton has already enrolled its first students at its Gurugram campus. The University of Liverpool is establishing facilities in Bengaluru. The Ministry of Education also approved campuses for the University of Bristol and the University of York in Mumbai. UNSW will open a campus in Bengaluru.
These institutions will offer the same courses as their home campuses. They will maintain identical academic standards. This provides Indian students access to transnational education without leaving the country.
Strict Approval Criteria
The UGC regulations establish clear guidelines for foreign institutions. Only highly-ranked universities can apply. Institutions must be in the top 500 globally. This ranking can be in overall university rankings or subject-specific lists. Alternatively, they can demonstrate unique expertise in a specific field.
Curriculum, facilities, and teaching methods must match the home campus. Degrees awarded in India will be equivalent to those from the main university. No separate equivalency certificates will be needed.
Operational Autonomy and Safeguards
Foreign Higher Education Institutions (FHEIs) have considerable operational freedom. They can design their own curricula. Admission criteria are set by the FHEI. Fee structures are also determined by the institutions.
FHEIs can offer fee concessions based on need to Indian students. These can be for full-time or part-time programs. However, distance learning and Open and Distance Learning (ODL) programs are prohibited. Up to 10% of program delivery can include online guest lectures.
Financial and Staffing Rules
Branch campuses can manage and repatriate funds globally. This must comply with the Foreign Exchange Management Act (FEMA). Funding from foreign donations requires prior approval from the Central Government. Compliance with the Foreign Contribution (Regulation) Act (FCRA) is mandatory.
FHEIs can recruit faculty and researchers internationally. They set individual salary packages and recruitment criteria. Foreign faculty must reside and teach in India for at least one semester. This rule prevents transient teaching arrangements.
