Delhi Schools Mandate Monthly Parent Counseling for Out-of-School Children

The Delhi Government will implement monthly counseling sessions for parents of out-of-school children starting the 2026-27 academic year. This initiative aims to reintegrate children into formal education and prevent future dropouts. All government schools and special training centers under the Samagra Shiksa Programme will participate.

Monthly Counseling Details

Heads of schools must conduct these sessions each month. The focus is on children aged 6 to 14 who have never attended school, left early, or been absent long enough to exit the system. These children face barriers like poor attendance, learning gaps, migration, and family financial stress. Regular counseling will help identify and address these issues early.

The program seeks to identify, enroll, retain, and mainstream every child. This requires consistent academic and community support.

Session Structure and Monitoring

Each monthly session will review attendance and academic progress. Discussions will also cover behavioral and emotional concerns. Schools will guide parents on supporting homework and regular schooling.

Information on government schemes and student benefits will be shared. Schools must document parental discussions and create follow-up plans. Parents will receive at least three days' notice for sessions via phone and student diaries.

Cluster Resource Centre Coordinators will monitor the sessions. They will submit action taken reports. These reports go to District Urban Resource Centre Coordinators. District reports are then forwarded to the OoSC Cell under Samagra Shiksha on the same day.
