New Delhi: The Delhi government introduced a new order Friday in the Delhi Assembly to regulate school fees. This order, set to take effect from the 2026-27 academic session, aims for full transparency in fee setting. The framework will be implemented after discussion in the Assembly on Monday.

Fee Regulation Committees Established

Under the new order, schools must form a School Level Fee Regulation Committee (SLFRC) within 10 days of the order’s publication in the Delhi Gazette. Existing committees formed under a December 24, 2025 order remain valid. The SLFRC will review proposed school fees for compliance with the act.

Following SLFRC formation, school management has 14 days to submit proposed fees for the upcoming academic year. The initial period for this process is the 2026-27 session. Additionally, the Director of Education must establish a District Fee Appellate Committee (DFAC) in each education district within 30 days. The DFAC will handle appeals against fee decisions.

Fee Cap and Implementation Details

Schools are prohibited from increasing fees beyond the amount charged on April 1, 2025 , until the new fee structure receives approval. Schools that collected excessive fees during the 2025-26 academic year will face legal action, pending outcomes of cases in the Delhi High Court and Supreme Court.

If the three-year fee block concludes before the next fee structure is finalized, schools can only charge the fee from the last year of the prior block. Any overcharged fees will be reconciled once the new fees are set. The government enacted this order to address the delay in implementing the fee regulation act, which became effective on December 10, 2025. The original act required SLFRC formation by July 15 of each academic year, a deadline missed for 2025-26.

The government utilized Section 21 of the Act to overcome implementation challenges. The new timelines are specific to the three-year block starting in 2026-27. Subsequent fee fixation exercises will follow the Act and its rules. The order facilitates the smooth operation of the Act for the current cycle without altering existing laws.
