Delhi CM Bans Forced School Book, Uniform Sales

Delhi Chief Minister Rekha Gupta has ordered private schools to stop forcing parents to buy specific books and uniforms. The directive follows a rise in parental complaints about schools allegedly creating monopolies for certain suppliers. The Chief Minister stated that surprise inspections will be conducted to ensure compliance. These inspections are not a symbolic gesture, she added, but a direct response to parental feedback. The government aims to end practices that place an excessive financial burden on families.

Schools Face Strict Action on Forced Sales

Schools must now publicly declare that parents can purchase school supplies from any vendor. This information needs to be displayed on school notice boards and websites. The government strictly prohibits mandatory purchases from school-affiliated stores or designated vendors. This practice is seen as economic exploitation.

Schools can suggest a list of 5 to 6 nearby vendors for convenience. However, they cannot compel parents to buy from these specific shops. This mandate ensures parental freedom of choice.

Safety and Compliance Scrutinized

Beyond sales practices, schools are also being checked for safety compliance. One school, Venkateshwar Global School in Rohini, was recently cited. It reportedly operated without a valid fire safety certificate. An unlicensed swimming pool was also identified at the same institution.

Chief Minister Gupta warned of severe consequences for non-compliance. Schools found guilty of economic exploitation or safety negligence will face strict legal action. Penalties can include significant financial fines.

Illegal facilities, such as uncertified laboratories or swimming pools, could be shut down immediately. In cases of severe or ongoing violations, the government may take over school management.

Key Directives for Private Schools

The Delhi government issued clear directives to all private and assisted schools:

  • Mandatory Public Disclosure: Schools must inform parents that they can buy supplies from any vendor. This must be visible on notice boards and websites.
  • End to Single-Vendor Dictates: Forcing parents to buy from specific, expensive vendors is forbidden.
  • Vendor Suggestions Allowed: Schools may suggest up to six local vendors. Purchasing from these suggested vendors is optional for parents.
  • Safety Inspections: Schools must maintain valid fire safety certificates. All facilities must be licensed and safe.

The Chief Minister emphasized that the government will not tolerate institutional coercion that burdens families financially under the guise of education. The focus is on upholding the 'voices of parents'.
