Canada is overhauling immigration consultant laws. New regulations take effect on July 15, 2026 . These changes aim to protect international students and visa applicants. They strengthen oversight of the College of Immigration and Citizenship Consultants (CICC).
New Regulations for Immigration Consultants
The reforms grant the CICC greater authority. This includes harsher penalties for misconduct. Investigations of complaints will be faster. The discipline process will improve. A new compensation fund will launch. It will cover financial losses from fraud. This applies to licensed consultants (RCICs and RISIAs). Losses must stem from a formal complaint. Resolution must occur after November 23, 2021 . The issue must be resolved before July 15, 2026 .
Enhanced Student Protection
Detailed profiles will appear on the CICC Public Register. This starts in April 2027 . Profiles will show ownership data. Compliance history will be included. Disciplinary history will also be visible. This information will be verifiable.
Oversight will be stronger. The Immigration Minister can appoint an administrator. This can happen if the CICC board fails its duties. Students seeking study permits or visa advice should verify consultants. Use the CICC Public Register. Do this before paying any money. Unlicensed advisors are illegal. Only a CICC-licensed professional, lawyer, or notary can legally assist. These new rules combat scams. They will make studying in Canada more secure. This is especially important with recent study permit caps.
