The Bar Council of India (BCI) and the Union government met Saturday to discuss a 10-year plan to promote legal education in Hindi and other Indian languages. The Department of Legal Affairs, Ministry of Law and Justice, organized the conference. Its goal was to improve access to justice and contribute to India's development by 2047.
Legal Education Integration
The conference focused on strengthening legal education by integrating regional languages. Justice Rajendra Menon, Chairperson of the Armed Forces Tribunal, co-chaired the event. Participants reaffirmed their commitment to making legal education inclusive and accessible. The plan aims to integrate Indian languages strategically.
Action Plan Goals
The primary objective was to create a 10-year action plan. Senior government officials, law school vice-chancellors, bar members, judiciary representatives, and legal academics attended. They developed a roadmap for multilingual legal education.
Framework for Multilingual Education
Discussions centered on a structured, measurable framework. This framework will integrate Indian languages into legal education. English will remain a national and international link language. The goal is a bilingual, then multilingual, legal education model.
This model seeks to enhance legal comprehension. It also aims to improve access to justice and legal aid. Future lawyers will be better prepared for district and subordinate court practice.
Technology's Role
The conference also explored technology's role in language integration. Emerging technologies can speed up this process. Artificial intelligence-enabled translation tools are among those discussed. Digital legal repositories and standardized legal glossaries were also mentioned.
Next Steps
The conference aimed for a National Declaration on Indian Languages in Legal Education. A broad framework for the 10-year action plan will be finalized. A National Steering Committee will oversee implementation. This committee will be jointly led by the Department of Legal Affairs and the BCI.
