The Union Cabinet headed by the Honorable Prime Minister had cleared a proposal on Friday for the creation of National Testing Agency in order to conduct entrance tests which are at present being conducted by the CBSE. The proposal for a Centralized Testing Agency was spoken about and mentioned in the Budget 2017. The sole purpose of establishing the National Testing Agency was to relieve the Central Board of Secondary Education from the duties of conducting the entrance examination to ensure that the quality of conducting higher education exams improves.
Entrance exams like JEE Main, NEET and CTET presently being conducted by CBSE with this move would be conducted twice a year from the year 2019. NTA would be created as a society registered under the Indian Societies Registration Act, 1860 as an autonomous and self-trained premier testing organization aiming at conducting entrance examination for higher education examinations. The NTA would on an initial basis, take up examinations currently being conducted by the CBSE. Other Examinations would be gradually taken up by the National Testing Agency.
Apart from Grade 10 and 12 exams, CBSE conducts five other tests such as Joint Engineering Entrance (JEE), NEET, UGC National Eligibility Test( twice a year) Central Teacher Eligibility Test (twice a year) and the entrance exam for Jawahar Navodaya Vidyalaya. The entrance examinations under NTA would be conducted twice a year giving opportunities to candidates to do well in the examination. To benefit the rural students, exam centers at sub-districts and district level would be established with a view to undertaking hands-on training for the candidates.
The NTA would also be chaired by an eminent and experienced educationist that would be appointed by the Human Resource Development Ministry, the CEO would be the Director-General, who would be appointed by the Government and there would be a Board of Governors comprising of members of user institutions. The Director-General would be amply assisted by nine verticals headed by academicians or experts. The NTA would be given a one time grant of INR 25 crore from the Central Government to enable the start of operations in the initial year. After that, it would have to be financially self-sustainable.
